Just e-mailed them to check how rigid the IAM / ROSPA requirement is. I'm tempted to offer my services as a rider but hadn't any plans to do either of these tests.

You either need a RoSPA bronze or an IAM pass, be over 21 with no more than 6 points and take an in-house riding assessment.  This is all to satisfy our insurance people  :gun_draw

Am I misunderstanding something here then ? As my own insurance covers me for riding my bike would I not be using my bike ?

The bikes that will be used for the service are Honda Pan Europeans or similar. They are specially adapted to carry the boxes / bags used by the NHS as well as being in emergency vehicle livery. Due to legislation and H/S requirements we will not be using our own bikes to deliver the supplies.
The bikes will be owned and run by Blood Bikes Wales . So the qualifications will be required to satisfy our insurance company.
If you haven't any of these qualifications yet, you can still help us out by attending the various fund raising events we have around the area and promoting the charity by word of mouth. We need members in all areas!!

The reasons we decided not to ask members to use their own bikes was, we wouldn't be able to guarantee the roadworthiness of individual vehicles, the cost of reimbursing individuals for wear and tear on their bikes, it may exclude people from riding ie how do you strap a box for blood on the back of an R1? and the image of the service, we didn't think (rightly or wrongly) that random people turning up to hospitals of all manner of bikes wouldn't portray a professional service.

Being an NHS blue light user myself, on a yellow van not a bike, where do you stand on the use of blue lights/sirens and claiming exemptions? If my memory is correct, the NHS blood service are allowed to use blue lights/sirens but cannot claim any exemptions. Just being curious as it would be a shame for any of your members to end up with points as a result of an over zealous copper.

Aah... makes sense now. I thought you were asking for volunteers to use their own bikes which is what I've read some other areas do. Thats why I was a little confused over the insurance/advanced test issue.

Thanks for clarifying that.
