Login2 ways you can do it... set up a camera and take several pics in different exposures (much better) or if you havent got a camera capable of doing that.........
My way....
Take a pic ( a high res one) and save it in photoshop as 0
Then re-open the original and adjust the exposer to -6, then save the file as -6
repeat for -4,-2,+2,+4,+6....
You could use the latest version of photoshop cs to create a hdr file, but seen as i got a "free" copy of CS2 and a program called dynamic-photo HDR from somewhere, i do it this way... (just notice you can do it in CS2, but mine's being a tit... meh)
Go in to the dynamic photo program and point to the files above...
it will create a pic combining all the exposers to make a hdr file....
play about with the settings to what you like... i tend to go for the dark moody looking pic's.

I will if you want sometime next month start a post where you can send me one high res pic and i'll try and create something like that.... but not just yet, work is stressing me out ! lol !
